i'm 99% sure some ISPs have just been blackholing that IP since it was never used for anything, and due to its prevalent use as "i'm lazy i need an IP", they've just been blackholing it for now to avoid smashing someone's network

You should use your VPN provider's DNS servers while using the VPN, to prevent DNS Leaks.
ISP's usually do not care that much about keeping their DNS records on the bleeding edge. So you might need to wait quite a while (up to a few days) before you see changes if you register a new domain or change settings on existing domain.
If cloudflare's dns is anywhere near google's in terms of update speed then you'll see any changes in DNS within 15-30 minutes if you use it.
Since Cloudflare handles both nameservers and DNS now it'll be way quicker than that. They don't need to wait for the TTL to expire.
I swapped a domain out of Cloudflare to test, DNS changes showed up before I could open a new tab to check.
The amount of times when my client/resolver just ended up breaking/not serving domains for no apparent reason made me quit trying to use DNSCrypt, it just was not worth the hassle.
I think you've been using the old client, DNSCrypt-proxy 2 doesn't have the problem.
Seems good, I'm putting it up on my router and all PC's in my house. It does seem faster which is great, the privacy as well is a bonus since there's none of that anymore
Yep, already switched my router and most of my computers over to it. Seems to be working so far - I noticed a speedup on the computer that I'd never switched to Google DNS, but the rest of them I can't feel any change on. I wouldn't be able to reliably feel the speedup they're claiming, though - it's basically one frame, not something you can notice on a discrete event.

I realized I had not configured any specific DNS settings in my router, so i guess it used my ISPs. Switched to 1.1.1.1 just because.
Ya, DNSCrypt 2 is really very beta, was talking about the old client, on an OpenWRT router mind you.
DNSCrypt 2 is also the officially recommended client for DoH, I can maybe get that running on my RPi, will try my luck later, maybe.
Turns out two of my ISP (Cox)'s DNSes are faster than 1.1.1.1, but I added it as an alternate just in case.
Can confirm, DNSCrypt v2 runs great on my router.
Yaay, my DNS traffic is properly encrypted and protected again.
And it ain't too slow, what more can you wish for.
