By not making definitive statements he's trying to give himself a way out if anything he says turns out to be false. If he gives an "I do not believe" and he's wrong he can say he was wrong and potentially avoid legal trouble, or at least lessen it.
I don't know what you're expecting, half of these questions are so uninformed or vague that they're impossible to answer accurately. For the others I think it's pretty obvious that he or someone at his company knows the answer, how can he possibly give an answer AND give (his admittedly biased) explanation in the 5 minutes he has when the senators spend 2 of those minutes asking like 10 questions?

These public hearings are always politicans just grand standing for brownie points, at the end of the day they are probably some of the biggest exploiters of big data so they can predict your voting habits.

It also doesn't help that the questions he's being asked are super fucking loaded to try and trip him up. Not probing, or anything actually useful, but outright traps. For example the senator a few videos up asking "could you get me a copy of x's data". Zucc knows full well his systems can do just that, but also that he's legally not allowed to just do that. The obvious answer is "yes, we can do that", but it's also not right as he could only do it in a theoretical situation where it'd be legal. Such as the owner of said data approving data sharing in some way.
So far none of his answers that I've heard have been particularly weaselly, he's just having to be very careful as not a single senator questioning him is versed in the technologies, and I expect the data laws surrounding the site. Answering something loaded like these questions with too much certainty would be far too easy to twist against him.
For what it's worth, his statements earlier on about how they have made even more moves to protect user data recently are spot on, and the correct thing to be doing. It's obviously a problem they're only really doing it to the extent we really needed right now. But they have been locking this stuff down more and more over the years since its introduction.
