They intend to demonstrate this capability next year.
I imagine the second launch would be Starlink. Not only would that avoid harming an external customer, but the nature of a 12,000-satellite constellation is inherently tolerant of a single launch failure. Plus, with 30-50 rockets doing 50 launches each per year (one week turnarounds), that's 150-250 launches per year, double the ~90/year the entire space industry has been doing so far. Starlink seems to be the only way to actually provide enough missions for those rockets to fly at that level of regularity.
