Without his skull we'll never know for sure how Caesar looked, and he was cremated as per Roman tradition. So I'm at a loss as to how they got that from this:

There is a fairly high likelihood that he had a pretty big head, however this could be a case of the broken telephone a little bit.
If I had to guess, and assuming the digital recreation is accurate, as with Ancient Greek and Egyptian sculptures, I'd imagine the Romans sculpted important figures with a more idealistic visage. Think of it as the Ancient's answer to photoshop.

Kind of the opposite, actually. The Romans (at least in the Republic era) were a bit harsher and more realistic than the Ancient Greek ones. This was a deliberate attempt to move away from the Greek way of doing things, because the more conservative and nationalistic Romans thought the Greeks were "soft", and wanted to be seen as manly and dominant in comparison.
From my understanding, busts from the Republican era of Rome are usually regarded as being pretty true-to-life. I'd imagine if you were embellishing your looks in busts it would just serve as ammunition for your political enemies in the Senate.

Excessive head molding can, and does occur, in a difficult labor. Some of the primary causes for that occurring tend to be increased frequency of contractions, maternal bearing down efforts during the birth, an abnormality in the shape of, or the resistance of, the birth canal during labour, early rupture of membranes, cranial molding due to a narrow birth canal or unfavorable position of the child during the birth, etc. Pathologically speaking, the issue primarily tends to be with a pelvis that's not the right size and shape for a vaginal delivery, which can cause a baby's head to get stuck in the birth canal or cause an injury to the mother even if the vaginal delivery proceeds as usual. In such cases it usually ends with an emergency caesarean in an attempt to save both the baby and mother.
The head in the OP looks super ridiculous even compared to this rather unfavorable bust, though
