He never said it was a "choice".
Mental Health is not Black and White, there are differing degrees to how people are affected by their Mental Health.
There are plenty of people that are classed as High Functioning, which means they can go about and work etc, they tend to be less affected by what is going on in their brain.
You also get people that suffer so bad from their Mental Health that they cannot work, they cannot make friends, they cannot leave the house.
This woman was able to run, as far as I can tell, a day care from her home. Something happened that led to her hanging a child, was that because of her mental health or was there another factor? Only she can tell us that.
If she is, as doctors put it, unlikely to re offend, then how bad is she actually affected by her Mental Health?

She attempted to kill a child, crashed into 2 cars and dragged one of the drivers for 10 blocks, she then ran over a cyclist who was spared amputation. But it feels like none of that matters because she had mental health issues.
Multiple lives have been affected or completely changed because of what she did, but that doesn't matter because she won't do it again?
Can you point to a scientific publication that backs your claim?
It could very well be that certain physical trauma or damage can cause a mental effect, for example alzheimer is a clear cut example, but as i understand it, thats not the case for depression, addiction or ADHD for the simple fact that all of those are text book examples of spectrum disorders. If you score high enough on certain behavioural tests you make the cut and are considered to have those disorders. This could be and often is just a balance of nature versus nurture/mental trauma and this being the end result... Doesnt mean those people are bad, or dont deserve help, but how can you treat someone if you dont understand what is actually going 'wrong'.

a fairly major recent study on depression, suggests a noticeable difference in white matter in individuals with mdd.

This is one study that suggests a difference in brains may be one reason for stimulant addiction. There are others that show how addiction physically changes the brain.

The list goes on. A major cause of mental health issues are differences in brain structure.
Because you didn't argue that it's deserved in the post I responded to. You only said that if it were a male with mental health issues, they'd be disregarded regardless of how much he suffered.
And really, "suffering" wasn't quite the basis for this decision, but it was the probability of re-offense, which was something that took quite a lot of investigation for them to decide. It's not even like she's off entirely scot-free as well.
