A quick look for 2 bedroom places in sydney, the price ranges from new york to hong kong. And some of these are not even places close to the cbd.
In my experience you are completely right
Berlin has no physical boundaries like an ocean or mountain range. If apartments get too expensive someone will just build a cheaper one on the outskirts of the city
