I never said you could DO anything, I said you could say anything. I don't believe that bad behaviour will be weeded out itself either, I believe that the consequences of making a law against something poorly defined like catcalling are potentially bigger than people running around saying things you don't like. I feel like many of us underplay the impact of catcalling since (I presume) many of us are male and don't see the harm in those words but it's really important to be in the shoes of women that are catcalled. If you think about it, it is incredibly creepy and unnerving to be called out sexually by men who regularly catcall (and they do not look one bit flattering)

Good. I think this is a very valid thing to have a discussion about because I'm seeing a trend around me in people, especially younger ones wanting government to control speech in various forms of ways.

It's not just about that even if that's the case many times. If you introduce a law that enables you to be fined for catcalling then how would that law be written? It's ambiguous even if most of us can determine it on sight. If catcalling is defined by among other things, people saying things you don't want to hear to you on the street and whistling on people then that becomes a problem.
The problem lies in that it's very much how the victim subjectively feels that defines if it's catcalling or some crude pick up attempt. If you look in some of the other posters comments they have clearly stated that the catcaller in their analogies are hairy and scary. Should that attribute to if it's catcalling or not? No, that would not be fair as scary looking people would be more prone to getting fined.This is normal human behaviour though, we try to make sense of everything around us and while most of the time we are correct, sometimes we are wrong. That's why a law can't be based on a person's subjective feelings. There would probably be people getting fined even though their intent wasn't to behave badly and if you would make such a law how would it be enforced? It's the catcallers word against the person getting catcalled.
And the other thing I see as an issue is that a law against this is not needed. It's already illegal to harass or assault people.
Bottom line, with the law we run a risk of fining innocent people either out of mistake or because the woman is crazy and without the law people will get annoyed because people will catcall. For me the choice is clear. Fines and punishment are very poor at reducing crime incident by the way.

Yes I agree. But is it sexual harassment to say to a woman that she is beautiful when she isn't interested in you and doesn't want you to? You and I probably agree it's not but I know there is a surprising amount of people who would think so and a lot of people who catcall are doing just that even though it's in a very crude tone which again is subjective. If there is a law against this people would be fined for catcalling even though they wouldn't get punished for sexual harassment. If there isn't a law people could get punished for sexual harassment but it would still be safe to tell a woman she is beautiful.
If you conduct unwanted advances at people in public places that would be harassment and has nothing to do with nice compliments during an established conversation. How can you even mix those up?

Laws like these ignore context, that is the point. If a law can be misinterpreted it needs to be changed or not exist. And what is non aggressive to one person might not be it to another. You can't make a law that says you can't catcall because it's poorly defined and France already has a law against sexual harassment. There is nothing to be gained here since if you are overly crude or systematic you will get charged with sexual harassment. Introducing a new law only has negative effects.
It's like the law we introduced in Sweden now. You have to ask the other person if they want to have sex before and they have to answer yes or it's rape. Well it changes nothing because it's still word against word and now if a woman says she didn't want it and the guy says he didn't ask on stand he will get charged even though the woman might have wanted it in the moment. Only thing that has changed is that me and my girlfriend are serial rapists.

No it's not? You get one night stands with women by talking to them and showing interest and if you don't do that you will never know if they want you to advance or not.
