It doesn't say they literally deserved it? They're vampires in disguise, there's a huge disconnect from the actual real world victims.
I think that's a little different from this game, as far as I know, games where you play as the Nazis don't really show what they were trying to do, other than take over the world. Killing people in a battle is generally seen as ok, but the atrocities usually aren't shown. I still think it's a little tasteless to turn victims into monsters. They probably would have been fine releasing it but people would have made a big stink about it. This might have been the kind of controversy that drives sales even, because anyone personally affected is long dead.
I think it's morbid but I don't think it's unethical or anything.
In my personal opinion there is noting wrong with basing content on real murders. If anything it makes the art more compelling. They neutered the hell out of Slender man if I recall the film cuts correctly.
