Hiring the amount of people that a company of Valve's size should have would require them to drop their precious flat management.
Believe it or not, Artifact didn't start out as a Dota card game, but they looked at their other IPs first if they would fit and that includes HL.

Didn't some ex-Valve employee post a bunch of shit on Twitter a month or so ago saying that their whole “flat-management” was actually pretty bullshit and struggled to work with even their current workforce? I remember he said something along the lines of it being cut-throat and projects being abandoned just so that individuals could get big bonuses etc... And that he felt the entire office was a shit show because there was no sense of structure. Perhaps I interpreted what he said wrong, but that is definitely how it came across to me (and I think others interpreted it this way as well.) Honestly, I think if Valve actually focused on making good games again, even if it meant getting a structure like managers (or senior developers) to give some guidance to newer members, their company would actually do better than it currently is and we would hopefully finally get some actual games that people want rather than shitty card games and optimised micro-transactions...
He did say some pretty legitimately disturbing things about how Valve works (like using your spouse to get dirt on your rivals at parties) but he also shat on regular companies for having disturbing cutthroat working environments (like Microsoft) and that theoretically, the flat structure works best, with optimal circumstances.
I'm also a big fan of what they're doing behind the scenes. They're pouring ton of money into open source projects related to gaming. GPU drivers for Linux, WINE and Proton, things like that. I'm really excited for what they're doing for Linux gaming to the point where I'm considering going to Linux full-time (or at least most-of-the-time.) Their work on VR is also exciting. That said, would like to see Valve return as a game developer. Nowadays they seem to be more focused on R&D for the general PC gaming ecosystem and they're doing important work there.
