To be honest, yes. As an example, racism and homophobia have been reduced to the point where racists and homophobes won't admit to being so in public, and smoking in the UK has dropped drastically after years of campaigns. And somewhat more historically we've gone from an almost completely illiterate population to one that is almost completely literate. Changing how people think is a much more viable long term solution, as it becomes self sustaining.

You guys laugh at this, but the busiest part of Hampton Beach has actually installed fencing all along the sidewalks to stop people from randomly jaywalking across 2 lanes of one way traffic. The crossing zones don’t have any gates but it still makes a HUGE difference.
I live in the town where the first 'ground lights' were installed. In fact, I live about ~300m away from those exact lights and I can tell you the vast majority of people living here think it's beyond moronic. The only people who actually like 'm are people who are too fucking dumb to have some situational awareness.
I can't even comprehend how someone can walk around that unaware of their surroundings. Maybe I'm just fucking retarded and actually have to think about where I'm going and how I get there.
The thing is, it's not just your problem - you getting into an accident because you're not paying attention causes problems for everyone else involved too.
I don't even know how people can walk and text or walk and look at their phone, it makes me so dizzy and feels really unsafe.
