He should take down the fence since it isn't technically his property. Although if it is his responsibility to take care of the land he should install a powerful sprinkler system to make sure the grass stays healthy.
I'd rather the guy install a fence than to go through thousands of dollars installing an irrigation system on an easement, which would then cause kids, trespassing or not, to go to school in wet clothes smelling like reclaimed water.
when i think of electric fences i think of farmland, which there is alot of in the southeastern us.
I live on the outskirts of SA, and the farther out you drive, the more farms/houses you see, and let me tell you:

My old high school was around 20 minutes down the road, and all of the houses over there had either barbed wire or electric fences.
Unfortunately, in the US, you're still liable if a kid trespasses onto your property and gets hurt.
Barbed wire fences are way more dangerous than an electric fence wtf.
I once accidentally completely completed the circuit of an electric fence for horses with my back and I was fine.
