That exact same logic can be applied to cars. A car that is still in city limits probably isn't going to get involved in a fatal crash because it isn't going very fast. Once you get onto the highway, a head-on collision is very likely to result in a fatality.
There isn't really such a thing as an aircraft crash 10,000 feet in the air. A lot of contributions to a crash are caused during flight at such an altitude, but they simply aren't a problem until the plane has to land. A plane isn't going to crash down to the ground randomly.
Saying that airplane is a highly lethal method of travel because crashing into a mountain while going 600km/h has a 100% lethality rate is a bit idiotic, don't you think? I'm not going out and claiming cars are a highly lethal method of traveling because crashing into a solid block of concrete while going 220km/h in my sports car will definitely kill everyone inside either.
Like I said, 2016 was one of the most deadly years in aviation and still 90% of the crashes were without a single casualty.
