The big thing about Rapture is that even if it was a city full of total financial success and political stability, it would have never worked because the repairs would never out-pace the damage caused by the ocean. It was always a fruitless effort from the start. Not even sanity-safe plasmids would save them.

I'm leaning towards the cult myself as there's so much material to do with the dark ones.
