I know this might be an unpopular opinion, but I fuckin' love that film. In all seriousness though, what with Climate Change, we're all building underwater cities - we just don't know it yet.

The big thing about Rapture is that even if it was a city full of total financial success and political stability, it would have never worked because the repairs would never out-pace the damage caused by the ocean. It was always a fruitless effort from the start. Not even sanity-safe plasmids would save them.
you'd just be building a mining camp then not a full city.

well, history shows there's two paths to fund this sort of endeavor, either be a super villain/genius industrialist, or start a cult. I'm leaning towards the cult myself as there's so much material to do with the dark ones.
Would be cool especially for underwater research, something along the lines of SOMA.
