They only fixed THIS hole. There are others. They mostly "dealt" with the issue by sending a DMCA to the creators of the menu (Evolve).
They basically have one master server and then everything else is P2P
Its why I'm holding off buying it. I want to see if they learned from GTA V.
I can't imagine it being any different; I can also not imagine the online being any less scummy than GTAO's
For those interested - this is caused by a recent bunch of (idiotic) modders from a paid menu finding out about Global Events called "Finger of God" (R*'s name, not ours). It allows users to kill, kick from the lobby, spawn vehicles and force the victim into ragdoll mode all from SP (as long as they had the player's SCID) but they were recently patched remotely (it's server side stuff) but knowing R* - there's probably more FoG stuff just waiting to be released.
Modding sites like Unknown Cheats have exploded with people coming up with protections for these (via the event defuser).
The issue now is - many companies will reuse code for their projects and RDR2 Online, even though it's still "in development" - you can guarantee will use the same code as Online so I fully expect shit like this within the first month of release because they won't change any of the script files, making it trivial to match 1 - 1 in script decompilers what event hashes are what and we already know what native is used to call them.
Which is such a shame because RDR and the GTA series have always had amazing playgrounds with crazy amounts of detail and shit to do
