The article linked proves it beyond a shadow of a doubt that he performed, was party to, various tax fraud schemes over the years. He owned businesses as a 2 year old, because his father used him as cover for his own fraud. Nothing about this is "unsubstantiated", or unproven. This is public record shit available for everyone, and this is what reporters dug up. This isn't hidden. This is a crime open to see. Comey already said there wasn't anything to charge her on. The FBI wasn't going to do it, the DOJ was against it. Even if Comey wanted to defy the DOJ, why? Would I have liked to seen her charged? Yeah, but that train left the station a long time ago. Take the Lock Her Up schtick somewhere else.
