Hopefully in its 33rd birthday...
People would definitely find a reason to be angry if they did any of those things without mentioning Episode 3.
We know they're putting work in HLVR based on leaks, I can't see why they couldn't just say "hey we're working on this thing which will be part of the half-life franchise but it might get shitcanned at the last minute who knows" That'd be infinitely better than not talking about it at all
Rumors, leak... I don't know about you but since there was nothing official about Episode 3 for so many years I accepted it's not happening. Once a week or so during my commute to work I imagine what I would love to see in Episode 3. At this point I'm not sure Valve could fulfill those visions. Mainly after games like CS:GO, DOTA 2 and now Artifact. They chose to be silent about the matter. Now it has been years and I think the company at this point is scared to make non-sequel announcements/posts about HL to not rile up the fans. Even when it's 20th anniversary of the first HL.

At this point decivering valves cryptic way they handle public communication is pointless. It's either mallice on the part of not wanting to say anything, or they are so socially crippled as a collective they are incapable of it. Either way the outcome is the same.
Valve wishes everyone would just stop thinking about Half-Life Ep / 3.
I like the comment from someone in the comments, complaining there was no prior warning. I bought a Steam Link for 1.10€ in April, nobody sells hardware at that cost unless they're trying to get rid of it.
