That would be the ideal solution I think. It's sad that its something we have to consider in our overpass design.
Teens have really atrocious ability to foresee the consequences of their actions. I remember back when I was in highschool I knew a lot of people who did something blatantly retarded and after the fact admitted to simply never having considered that it might not work out properly.
Never attribute to ignorance what was clearly done out of malice.
I mean I get that Its just hard for me to imagine any teenager not understanding that dropping a chunk of concrete onto a freeway is dangerous. They had to know what they were doing.
If they'd stopped and thought about it for even half a second they probably would have. That's the issue though. Teens just kinda do and don't stop to think first.
On the other hand, psychopaths do exist (and in greater numbers than we'd like to think).
I don't disagree that teens can be fucking idiots through no "fault" of their own but on the other hand maybe these teens are really just fucked up horrible people.
Well it's manslaughter since I highly doubt they knew the person they killed or had deliberate intentions of killing said person, these cunts throw a block off the bridge and some random, manslaughter, not murder.

murder with intent is second or first degree, directly killing someone is still murder. Manslaughter is something like driving too fast and hitting someone who ran out into the street unexpectedly, whereas these chucklenuts specifically set out to do harm by dropping shit on moving cars. I'd say this was at least third degree murder.
But that's an assumption, we don't know if they were intending to actually have it kill someone, damage a car, no doubt that's something we could be sure of, but still also an assumption nonetheless, but to actually kill someone from their actions? We don't know if they intended to do such a thing, so right now it's manslaughter until we actually know more.
With all due respect I feel like if they truly didn't know that dropping slabs of concrete from that height would kill the shit out of anyone it hit, they shouldn't be tried at all given they're not mentally competent enough to stand trial.
I'm quite confident they didn't intend to kill anyone. teenagers kinda just don't think a lot of the time, they just decide to do what they feel like a single thought to keep them in check
I'm not quite sure teenagers run solely on instinct. A couple of friends of mine, when we were like 12, used to go and drop little pebbles onto trains from an overpass but that's a bit different than throwing boulders at cars. But even that was quite dumb and got them yelled at.
I think they, just like my friends back in the day, just wanted the thrill of doing something they're not supposed to, but didn't properly consider the impact a slab of concrete truly has on a moving car; maybe they just thought it'd dent the car a bit or people would swerve away from the thing. I think they might not have intended to kill someone, they're just really really dumb teenagers who probably at some point considered the consequences of what they were doing but rationalized their way into thinking it'd be okay somehow, as long as they weren't caught.
Well it's not about what you think, it's what's provable in court, right now it's still just manslaughter and most likely will be, 2nd Degree Murder at best.

I just can't see someone not understanding the implication of this at all unless they seriously had a mental condition that impaired them. The only other thing I can think of is it was some sort of thug initiation thing if those still exist. Seriously all speculation at this point until they catch the perp assuming it will happen.

People do horrible shit like this and instantly justify to themselves why it wasn’t wrong despite it being just pure evil. So IF they ever get caught, they generally never get max sentence especially if they are underage.
If if it was kids, I honestly wouldn’t be surprised if they got like 2-3 years juvenile for something like this when realistically it should be about 5-10x that amount since it’s literally murder.

They've only caught a fraction of them since it happens so often and the police cant be everywhere. They're usually young and dumb though.
It seems to me what it is, is a case of moronic teenagers being really bored and deciding to go do wacky dangerous things.
