But while it's still illegal, going up to your doctor and asking if the shit's legit? Not exactly a great idea.
I don't think that's what they meant. "Confidential drug testing" usually means sending samples off to a lab anonymously to determine exactly what it is, not "hey dude open your mouth and tell me if this is meth". In the US there are a couple companies that are licensed by the government that will test just about any substance that's sent into them for a fee. Ecstasy Data is one and I believe the other is called Energy Control or something like that.
Also, I really don't understand the idea that if you're doing something like meth you shouldn't bother testing it because you're already doing meth. There are a shit load of drugs out there right now that are often misrepresented as methamphetamine and are significantly worse, as hard as that may be to believe. It's not only good for the user to test their substances from a harm reduction standpoint, it's also better for society because now our health care system doesn't have to deal with as many people coming in, overdosing on random substances because they didn't bother testing it.

The shitty thing here is that the doc shopped her to the cops. He should've just told her that he can't do that, and as her doctor advise that smoking meth isn't a good idea.

Unfortunately I'd be surprised if that were actually the case.
Forcing people into rehab programs is the worst way to actually rehabilitate them. Most people just start using again the moment they can get away with it.
In my experience with family members who have gone to rehab multiple times, if the root reason why people are doing drugs is never addressed, then as soon as they leave rehab they're back on the wagon. Rehab helps with clearing the chemical addiction from their system and very basic therapy, but unless the psychological aspect is addressed (and the person is actually willing to attempt quitting) triggers in the real world will end up leading to a relapse.
People's environments and health issues are a huge reason why people do drugs. If they hang out or live with shitty people or other drug users, if they have poor job prospects, they have undiagnosed depression/anxiety/mood disorders/personality disorders, they struggle with debt,/family, they feel hopeless, or if they have chronic pain, etc. drugs are a way for them to cope by numbing themselves from the world and feeling some kind of pleasure to fill the void in their life. If those problems don't go away then unless they replace drugs with some other kind of addiction or harmful behavior (food, sex, too much gaming, stealing, cutting, hurting others, etc.) or get the help they need to solve their issues, then they just go back to drugs or kill themselves.
I don't think prison/forced rehab will help this woman. If anything she's just going to get out and find someone else to test her drugs and find a different doctor. She might make some connections in rehab to other users who might know better dealers.
I'm so glad I don't have to deal with any methheads.
why was the doctor more concerned about getting police involved?
the responsibility of the doctor is to aid her health not break protocol unless she is a danger to the public.

I wouldn't be surprised if there were some other factors that precipitated the cops being called. I personally have never seen someone arrested for drugs as a patient unless there were other crimes committed.
