The Chinese scientist is under investigation in China too. It seems he did it without anyone's allowance. What an idiot.
To the surprise of absolutely no one, this is turning out to be an unbridled shitshow:

And now the Chinese authorities are scrambling to find out what they can even charge him with, because their laws on human gene editing are so lax.

He announced a new genetic modified pregnancy is under way despite the events aren’t going to his favor, sadly.
allegedly:
All 7 members of the hospital's (and the university?) ethics committee deny approving the study and claim their signatures were forged.
Parents hadn't been thoroughly informed as to what procedures they were consenting to.
The experiment is also unsuccessful in the human specimen.
The doc is under heavy fire for not appropriately considering the safety of those involved in the study, as well as the ethics surrounding the whole idea. I don't know if the dude was trying to win the next nobel prize in medicine, but it looks like he really fucked himself (and others) on this one.
Yeah, this sounds like the ambition of an arrogant person instead of a genuine attempt to better humanity or contribute to science. Derek Lowe has a summary that links to other sources of this whole fiasco.
