I can see where you're coming from on that front. Times have changed a lot with Video Games since yesteryear. Like how you can kill dogs and cats in GTA V (everyone ignored it) and that's in the base game itself. Even things like that were a big no no. Imagine if things were dumbed down even further down the line. Let's say hypothetically you could kill just about anything in VR. Someone will think of it, implement it and make it a reality. I've even seen people stream mods including killable children and yet Twitch don't give a fuck.
The problem with “it’s just a fantasy”-argument is that it literally goes all the way from being into feet to mutilating and raping babies. One of those things is not like the other, and there’s a cut-off somewhere between where you can stop considering people as well-adjusted individuals.

The problem with this is that the whole "but mom she's actually a 3000 year old vampire" thing is just a strawman; I've only ever seen this used in a meme context, never actually said by anyone as an attempt to justify their hentai preferences. Anyone who looks at loli is perfectly aware of what it is or just doesn't care because they'll fap to anything as long as it's got girls drawn in manga style.
I don't think there's any problem with Steam banning this, they have every right to decide what they want on their platform. That said, I don't think fiction should ever be illegal. I agree that it's not a common defense, but it's certainly a common trope in anime. I don't think it's unfair to say that in many cases, it's being used as a defense by the creators. This is interesting, do you have a link that can explain this theory better, or perhaps you can elaborate yourself? What does it mean exactly to approach sexuality from a 'me' stage?
Oh, it does work to a certain extend but it is more a probable thesis rather then proven theory, if you follow certain logical conclusions and make certain assumptions. First off, media that is consumed doesn't necessarily make them something they aren't, Millions play video games with violence, that doesn't make them murderers, humans are able to differentiate between virtual and real worlds, okay, so far, hope no argument there. Nevertheless, media consumers are able to satisfy some urges like calming down with music, again such living off some frustration with some video games that have destructive elements. And finally, any kind of media emulating minors (without depicting them, by voice-acting or drawing etc) is the only sort-of legal (depending on the jurisdiction) media that a pedo could consume to cool off, everything else guaranteed goes into illegal territory and practically all production of CP is against child's will. Those are both a legal and moral hurdle, thus incentivizing more legal and moral options. I don't think I have to explain that not all pedos are child molesters/rapists, there are still pedos who would never act out their urges against the will of others. Based on that it is more likely this also applies This isn't the only argument for allowing loli though, again putting loli and cp on the same level is asinine because in the drawing and voice-acting, never got anyone hurt by that. It also isn't any better that it is allowed in some jurisdictions but not in others. Also, it is imposing cultural standards on media, like for example that Australia doesn't allow small breast looking porn stars for the same reason. Or that Twitch seems to be more triggerhappy with their enforcement of standards with Anime titles then Western ones. Or that Sony fiasco where Japanese titles have to pass Western standards for the Japanese markets. This is a barrel with no bottom.

For me, more points to it being used as a gateway then to the contrary, why wouldn't it. If you have built-up frustration you can play some ego shooter to kill and destroy, to live out some anger. so I don't see why that shouldn't apply in this instance. What exactly makes loli different from other types of fetishized porn, or any other type of medium so that it wouldn't apply.
I can't really speak to the voracity of the study, but there is this article (the study is referenced at the bottom) that showed that in Japan, Denmark, and the Czech Republic, child sex abuse and other sexual crimes decreased during the time that child pornography was legal, while other types of crime did not. The authors reason that artificial child pornography could have a similar effect. There's also this review study which says that while violent pornography can increase aggression towards women, there is consistently found either no link or an inverse link between porn and sexual aggression. These studies are focusing on real child pornography, which obviously has many reasons to be illegal regardless, but I don't think it would be much of a stretch to assume that it could be true for fictive representations as well.

This is something I would like to elaborate on a bit, taking some of the discussion so far into account. I think the overlap of people who like lolicon and people who like CP is not nearly as significant as some people are assuming it is, based on the following posts: While reading through the thread, posts like this stood out to me and I think it's appropriate that I put in my two cents; Full disclosure here so we don't waste discussion space with people looking up my liked tweets on twitter and making alt accounts to do "callout posts" for something that isn't even really a secret and I've even stated in the past on this forum; I like loli. It's not something I state with pride nor with shame, it's just facts. I don't exclusively like loli, it makes up less than 5% of my total porn folder, the vast majority of which is 2D (and I download everything I like because you never know when accounts or posts are gonna get deleted or when tumblr's gonna decide to nuke their own website) and has a bit of everything that isn't guro, scat, violent, or ridiculous proportion, it's got big tits elfs and traps and a shit-ton of yuri. If it's anime, I probably am into it, I am also currently dating a 21-year-old person IRL. With all of this in mind, whether I should be labelled a "lolicon" or not is up for you to decide, really. Now, let's get to what I want to talk about: I think the vast majority of people who like loli don't like CP. Now, I'm only one person, and I don't have any real statistics to back me up, but I genuinely believe that the overlap between people who consume loli content and people who would consume real CP, while certainly not nonexistant, is far fewer than what some folks assume. One time about two years ago on /a/ there was a loli thread where people started posting explicit art under the pretext of "mods are asleep"; about halfway through the thread some guy started posting real CP. Nobody in the thread voiced anything but dislike and disgust for it, and this is on 4chan, where people are anonymous and therefore don't really have a reason to try and save face, yet everyone wanted that guy to get the fuck out of the thread, to which he started having a breakdown and posting shit like "you guys are losers and fake, I can't believe you don't want to fuck little girls, shame on you" and other things that only an Arkham Asylum escapee would say. Now, again, I can only speak for myself but here's my thoughts on why this is the case: I don't think anime characters are comparable to real people. Anime characters are very much their own thing, they're aliens with big eyes and almost nonexisting noses. When people draw anime characters, they're not trying to draw representations of real people, they're trying to draw anime characters. So a lot of people are attracted to things in anime characters that they wouldn't be attracted to in actual humans. Some slighty more extreme examples would be monster girls, or more recently, the characters of Zombieland Saga; I don't think anyone wants to fuck a real zombie, or a real girl with the lower body of a snake, or spider legs, but the Japanese pen and paper work some great magic; "3DPD" may have meme status but it is very much a real thing. The stylization changes everything. Real kids just look like gremlins and goblins. And depending on the artists, sometimes high schoolers in one anime look like adults of other anime and sometimes college students who are supposed to look adult still look like middle schoolers if compared to other anime. (see: New Game) This is also why, personally, I don't really buy the argument that lolicon works as a deterrent for real pedophiles, not in a satistically significant way at least. I don't think the majority of people that would predate on real kids would be sated by taking it out on drawings with big eyes and an almost invisible nose made by a Japanese person.

On paper this doesn't seem too bad, but from what I can see this rule seems a bit too broad and vague. Not that it justifies the whole "loli is actually 6000-year old dragon" thing, but some people just happen to look younger than they actually are, "high school" age also encompasses 18 year olds, the art-style can make the resemblances unintentional and subjective, and it appears that some games that aren't very sexual at all are getting banned anyway. Also, while I admittedly can't think of any example of such, what if the depiction of such themes are meant to be obviously justified, relevant, and thoughtful rather than sexually exploitative and arousing? At the very least, I wish Valve would make up their goddamn minds. It was only just recently that they would ban anything as long as it wasn't "illegal or trolling" (and AFAIK loli isn't illegal in the U.S. and Washington state by extension). I'm worried that this slippery-slope will gradually lead them to ban sexually-explicit games outright once again.
According to the sources in the article, the games being banned for having too young of characters are all about characters in high school. I haven't seen these games art styles, but I would argue that Steam is not taking into account what the characters actually look like visually, but rather the context of them being in high school. The games in question stated that their intention was to make it clear that the characters were 18, beyond just a disclaimer, but showed the characters being ID'd and visiting adult bookstores. They integrated it into their story. Kinda makes me concerned for how you arbitrate between what is allowed and whats not allowed when the rules are so unclear.
