I don't think it's a random idiot. They'd have long stopped after the news of police, armed forces etc being involved. I suspect it's an environment group protesting air travel. Eco-terrorist seems too harsh since it's just disruption, but along those lines.
I suspect the drone is just flying a pre-loaded flight path, otherwise they could just use signal jammers which i know are definetely a thing, either that or trace the signal to the user. Whoever is doing this has some massive cojones, if they catch him he's gonna be fucked up for life.

Police are unwilling to shoot it down. They can't seem to triangulate the controller (if there is one). Not sure why they haven't bought in hunter drones or those trained eagles. Or why it still has battery, makes me wonder if there were multiple preprogrammed drones.

Theyve been saying that it disappears every half an hour or so and then comes back a short while later. Either batteries being switched or theres a bunch of them.

the law here is you don't need a permit if you fly underneath a certain elevation. Look up your own laws
There are certain regulations put in place by the FAA that determine what and where you can fly. Specifically in the U.S., if you intend to fly for fun/recreation then you don't need a remote pilot certificate for small UAS operations, e.g. flying in your backyard with a DJI drone. There's a heap of other rules that I won't list here, but you can find them by looking up Part 107 under the FAA.
Couldn't they just jam the area for long enough for the drone to auto land/return home and follow it?
Either they won't because of risks to airliners, or they've tried and it doesn't work (hence the theory of preprogrammed routes)

Thanks, but I already have my rc plane registered under part 107 with the FAA as required under current law, which in my opinion is already too much for a simple recreational RC plane. Although since I'm only a recreational flyer I'm exempt from the pilot certification, which I don't have. Does make ya think that you could just get five or six drones modified with extended batteires with a pre-programmed instruction to fly over a nearby airport after a couple hours. You just need to put one over gatwick, heathrow, manchester and a few others and the damage you could do would be immense. Just drop them off the day before and set a timer on their programmed route, the next day six drones shut down an airport each and you could cripple the fucking country. I am surprised this sort of thing hasn't happened more often yet.
Imagine a terrorist attack where drones are used to attack aircraft as they land or take off. Even if theh don't collide and cause damage it's certainly going to be cause an expensive level of interference.
