Reading into it too hard. He's trying to generate appeal to try and get fans interested in him coming back for HoC, if the fans want it maybe the producers will, but not until this case is settled
Season 6 was disappointing anyway. And it just ended with no real climax. Maybe they do plan to revive it later once the allegations aren't shining such a spotlight?
I agree with you that he's appealing to his fanbase, but I don't believe it's just that or even just an act. His "im gAy" ~~apology~~ I think was a dumb prepared statement; but this is his response to being charged with sexual assault, the timing and title is too close. This is what he chose to say, and it'd be monumentally foolish to see this as only personal advertising.
Yeah it's a thinly veiled attempt to appear honest for the sake of playing Frank again, there's no subtlety behind the title "Let Me Be Frank". Spacey's trying to remind people why they ever liked him by changing the conversation, the irony is he has to hide behind a character to do it. He's counting on people accepting a sexual predator as a fictional president because they've accepted a sexual predator playing the real one. It's really gross that he's trying to sidestep the issue again and play his behaviour off as a strength.
