It's possible but its also worth being aware that various LE agencies have a long track record of simply making shit up. From the valuations of their busts, to stories about exposure and malicious drug dealers displaying what would have to be a stunning amount of economic retardation (e.g doing stuff that kills their customers). Much the same when the US was trying to wipe out communism, propaganda is ubiquitous and readily believed.
