Actually it's even easier than that.
We've all seen their Anti-Cheat implementation where it checks solely on program names (ida64, Cheat Engine etc). It doesn't have to be attached to 76, just running and your account is flagged.
The problem is - Cheat Engine is open source, so is very easy to change the name and recompile. Hell you could even do it via a hex editor.
All modders had to do was find your player location in memory (there aren't many Vector3s floating about so this is trivial) and swap the location out for the dev room coords. You could also trick the game into teleporting you there by swapping the cell ID with the dev room (this was found via Beth's own Fallout 4 SDK) - again via cheat engine. None of this is ever checked or verified by the server and only now are they flagging accounts purely through their coords (not the cell ID). Even that is hit and miss as it seems you can just teleport about the place (open a box, take something and teleport away while the menu is open) and you're home free with the menu still open for you to take things from.
In addition, Bethesda has known about many of the exploits they're probably asking about now which means if we follow their reputation. These will never get fixed. I'm fine with making fun of Bethesda for going with this method because the bugs that are still present in 76 are also notoriously present in several of their games to this day. Bug reporting is an important part of a player's ability to help with a studio, Bethesda doesn't pay attention to that ever.
For Bethesda it is.
As long as the pocketed armor exploit still works IDGAF.
