I'm not sure if this is what you meant, but I was also really confused by today's announcement since they announced USB 3.2 last week. And, this has double the speed of 3.2, so what exactly was the point? Anyways, I hope 4.0 is when USB type C takes off and kills the dongles.
USB has become waaaaay more inconsistent with what it can do, though. USB just debuted the 3.2 spec as well. Being confused by this is only fair, considering how many features have been added that don’t necessarily correlate with speed or connector type.
And the USB4 branding is likely trying to fix that and make it consistent again. Fold all those different capabilities into one and have a single branding for it.
