No instead, in a pure communism, your arts worth is entirely tied to your own reputation which can be easily attacked and tanked by rumormill alone.
The "High art" market is literally just whatever rich/elites say it is. People like Dupuis(famous for The Fountain) specifically took umbrage with this fact and this reality and made "Dada" art as a response. Yet, it became "high art", and we've had debates about what "art" is ever since. Art is impossible to readily, and fully define, but the confluence of factors that have made art into the beast we see in modern culture is purely a result of the framework in which we've allowed art to be bought and sold for millions of dollars all because that's the value assigned by those with money to burn.
The issue with the art world is that currently, there is an abundance of artists, and not alot of jobs. Companies can cherrypick the artist, and pay them in 'exposurebucks' at their own will and they know struggling artists at the start will be willing to take that 'exposure bucks' risk.
Why would it need to be "worth" anything? You wouldn't be trying to sell it
you would still be gaining something if you succeed to make something good and there are other forms of worth and profit than money. communist systems have celebrated and (honorarily and, lets face it, materially) rewarded succesful members of society. communism cannot eliminate foundational building blocks of human interaction and motivation.
Because even in a pure communism, the creation of the art would be for the benefit or everyone but if you're one in millions doing it; it will become hard to do it.
This bodes well for me because I barely have any connections to people. :] (not an artist but still)
That would explain why half of famous indie devs are from san francisco.
That may determine proliferation, sure. But you wouldn't have to rely on selling lots of, or any art to be deemed "successful" or to just keep going
