Elites were always my favorite, and 12 year old me's mind was blown when not only could you play as Elites in 2, and were significant characters but they became humanity's allies. Way cool.
They way I understand it for 4, admittedly haven't played it, is that your fighting a faction of Elites that are not pro-humanity and do not follow the Arbiter. Okay, that's fair enough, I can reasonably believe that an entire species won't about face on humanity overnight and vice versa. I could believe the vast majority wouldn't. And let's face it, they are fun to fight. But where are they as allies? In fact, having them both as enemies and allies and the conflicts that would arise would make for a much more interesting and compelling story, and be a bit more unique. It just feels like wasted potential.
I dunno, maybe it was done purely for gameplay reasons to avoid enemy/ally confusion, and the plot was an excuse to hand-wave it. But you fought Elites in Halo 2 as the Arbiter. Bungie's solution was to just give them distinct armor and visual cues to let you know you are aiming at an ally. Maybe I'm getting way too passionate about a decision likely made 9 years ago.
I haven't played Halo 5 but im pretty sure there is a part where they are allies and the Arbiter is back at least

To be fair, once you’ve been gaming at 144hz, 60 fps looks like a slide show. It’s pretty insane how used to things you get. Overall, I’m just glad it’s 60 and not 30 though.

It's a mysterious, foreboding design that's still slightly creepy in its simplicity while suggesting immense power. It does everything it needs to. Then you get to the 343i concepts...they're nearly all just random assortments of shapes with no sense of cohesion and no implications to their design. Just randomness for the sake of it or overt "It has a face, that's so you know it's bad!" stuff.
Infinite seems to be walking a back on some of the design changes, the marine armour and Chief's armour for one.
If you put Halo 5's elites on the old skeleton, it would look hilarious
I'm happy playing games at 30 FPS with a controller. I've been playing Breath of the Wild to death lately and the 30 FPS lock doesn't bother me. But mouse aim really benefits from high refresh rates.
I recently played SOMA, a first person game, and the 60 FPS lock was a constant annoyance and hindered my enjoyment.

A 1070 or 2060 can handle 1080p144 just fine, and that's pretty decidedly midrange.

You still need the CPU get up to those frame rates.
There's no point having a high end GPU but a low end CPU that's gonna stop you from pushing those kind of frame rates.
If they game engines haven't been changed significantly, modding shouldn't be a problem, Halo 3 and Reach have been modded on the 360, and Halo 1 and 2 Anniversary are based on their PC ports IIRC.

Ever since getting a 144hz monitor, I hate that I've become that guy, but yeah. I'm totally that guy now. These days, 60fps is the bare minimum that I think a game should run at now and find anything less to be almost intolerable, especially if it's a game where framerate and responsiveness matters, like a shooter.

Most of the engine is heavily tied to fps. It would require rewrites.

I haven't played past Halo 2 I admit but from what I've seen from the 343i designs, it looks like they tried way too hard on making stuff look sci-fi so it starts to stem into really generic designs and art style (over detail, lots of shapes and make everything look sleek).
It's a really common problem modern sci-fi media has I've noticed.

No, that is referring to modern control settings that they just put into MCC.
The game's engines are literally bound to 60fps for physics and hit calculations and it would require them to significantly retool the games in order to get it to work properly above 60fps.
