Shit, down here in empanadaland I pay $35/mo for 100Mbps.
I trust Akamai more when it comes to average speeds than Ookla, mostly because Ookla only require 300 unique user results for mobile or fixed broadband to be ranked in either category, so it will be much higher since not everyone will go and test it there.

Semantically speaking, yeah. Though, Google seems to have totally given up anyway.
Even in the US it's a bit of a bullshit move. I'm on the best internet I can get and it's only 7d1u DSL I doubt I could play it at all, if I could, it would be at 360p or 480p(To allow for data throughput on keystrokes and such).
Also not interested in Stadia either. And this just made sure I never will be.
