It's a lot easier to be accountable for 1 thing as opposed to thousands of little things. While you can get a relatively close idea as to how a canister projectile will disperse we don't live in a perfect world. Projectiles aren't perfectly round, materials all don't share the same characteristics, fuse time timing is never exactly precise. There's always a chance a random ball (s) will deflect off into some random direction potentially causing causalities other than intended.

Only problem with that is if you name it that, then turtles become viable countermeasures against it.
Back in Vietnam we deployed kinetic "bombs" that were cluster bomb housings (or in the Australian case, Centurion tank shells) filled with steel darts. Surveilling the aftermath of a strike described the ground appearing to have been liquified and noted at least one body that had been pierced clean through from top to bottom.
