By this point even his cringe dialogue might have been ripped from something else.
I can't speak to any of the other controversies because I haven't been following this game but this case just seems like a direct reference to me, I don't think they were trying to pull the wool over anyone's eyes here. It's like saying Duke Nukem "plagiarized" They Live and Evil Dead because it has direct movie quotes in it. I get the sense that a lot of the ire directed at this game is amplified because it has hipsters in it.
But Duke Nukem did plagiarize They Live and Evil dead, not to any great extent but it did.
I also imagine if you asked the writers for Duke Nukem 3D why they plagiarised from a bunch of action movies, the answer you'd get would be something along the lines of "Because those movies are awesome and we wanted to use their cool lines in the game" rather than some asspull of a justification
Referencing is not the same as plagiarizing, especially if it's very obvious and not trying to be passed off as their own work as it is here.
