Honestly, I wish we had a federal bureau for police policy in the U.S. Sure, sometimes the FBI comes in to investigate abuses, but there really needs to be a dedicated federal institution to standardize police policy and dish out significant punishments whenever infractions are uncovered.
Half the reason we see this "band of brothers" thin blue line fraternity horseshit among police is because they're so localized. Adding a layer of true federal oversight, instead of the sort of self-investigation that always ends in "well, we investigated ourselves and we conclude we did nothing wrong," would do a hell of a lot to end the thin blue wall of silence that protects police from seeing any real punishment. Add a federal blacklist from police employment for certain repeat offenders, so you'd stop seeing cops getting fired in OK and moving to OR in a new department, and maybe we'd see some progress in police being less fucking consistently horrible at their jobs.

My friend after glimpsing a police car, not even following us, said this. I thought he hit the nail on the head. The [I]average[/I] person sees a cop car and their brain goes "Watch out! He's gunna getcha!" even if they're not doing [I]anything[/I] wrong. Shouldn't a cop being around make you feel safer?
