I mean officers can use their discretion, have you heard of field sobriety tests? The fact that so many people use weed medically, and the fact that with a tolerance, the substance becomes much much less intoxicating (I know alcohol builds tolerance, but in my experience with it it has always fucked me up with a good dose), means I don't think it's necessarily always bad to drive with any marijuana in your system. However it should definitely be avoided unless safe and completely necessary because it can get you in big legal trouble, because cops, as you said, can't reliably test for how intoxicated you are.
