Considering he didn't even recognise her as his niece straight way, it's possible she was dressed up to look older than she really is. There isn't enough information in the article to determine whether or not the man is a paedophile, it could just be that he went for a regular prostitute and didn't know she was underage until he recognised her.
One thing is certain though, the mum that sold her underage daughter into prostitution is a scumbag.

From what I hear, a lot of SEA countries have problems with sex trafficking sadly. Apparently its been getting better, but stories like this makes it clear there still needs to be a lot of work done.
Although if you are interested, there are some good ways to measure the severity of the problem in countries around the world by using USTIP (the state department's yearly report on global trafficking). According to USTIP, Malaysia is classified as a Tier 2 nation (the system uses Tier 1 -> 3 to rank countries) which means they acknowledge that it's a problem and are taking steps to rectify it. Doesn't mean it's great though. Still, way better than in previous years where I believe they were classified as Tier 3 which basically means they were complicit in the trafficking. That in of itself is pretty terrifying.
--As for selling one's own family...yeah, that is pretty horrific. And if I remember correctly, it gets even worse in places like Cambodia where HALF of the children trafficked there identify their mother as the one who sold them. Sex trafficking is just that, horrific.
edit: welp it looks like Malaysia dropped from Tier 2 to the Tier 2 watchlist which means they may be going back to Tier 3. also edited a bit of my previous post, I confused the watchlist with what Tier 2 means in general.

From what I read and hear, yeah, my country does have severe human trafficking and gambling problem.
It's... an issue we Malaysians tend to turn a blind eye until it is in the headlines. Well, at least within all the circles I've met.
