The no extra fees only applies to calls and text, not data usage. Data usage gets much cheaper, but it still has some fees.

I work in the telecom business and every contract you sign (atleast those I've seen from Norway and Sweden) has a fineprint saying that the operator might close down your payment plan at any time in case of fraud, like if they notice that the phone hasn't been hooked up to the home country in a while or any other suspicious activity.
Also, the thing people forget is that the roaming "Is like home". That means that if I as a Swede staying in Sweden makes a call to Spain, it will have an increased cost. But if I am in Spain and call Sweden (with my Swedish subscription), the cost is whats included in your payment plan.
This is to prevent the obvious frauds above us, and the only way to change this would be a total flat rate on all subscriptions all across the EU which as you can figure out wouldn't work at all.

I can almost guarantee that other carriers have similar wording in their plans.
Been in Italy for a week and at the airport on my way home my Telecom texts me saying I can now surf for the same price in all of Europe.
Damn it. Anyways I've been waiting for this a long time, got unlucky this year but it's still a great change.
Some providers in the UK make me laugh. I see some signs going "We're giving you this cool thing, no roaming charges in europe innit? We're not being forced to. No. We're doing this cause we're nice, not cause we have to. Because we're good companies."
Sorry, most phone companies have signs like this everywhere lol
