Reminds me of when the writer for The Terminator tried suing the creators of The Matrix due to his claims that they copied their idea for machines waging war against humanity.
If I'm not mistaken, that trope goes all the way back to Rossum's Universal Robots, never mind the more recent Battlestar Glactica.

didn't zootopia have 2 different plots as well, even have some of the movie animated and recorded before deciding on the one that was used?

it was a constantly evolving target. The most complete plot prior to the current was all from the fox's perspective (everything was prior to final cut), and revolved around pred+prey society being constructed on the grounds that predators wear shock collars because they were still seen as dangerous, wild creatures and had to be 'tamed' to be allowed into civilized society. context- he gets an idea for a theme park where predators can take their collars off. The park building's setpiece was kept as a background for the below scene. There's other major plotpoints to do with shakira's character and different locations than the movie ended up going, so there's TONS of sets and unused content that mostly ended up being background fluff for the trainride into town at the beginning

at any rate, there wasn't a fast and fulfilling 'take down a bad guy in an hour and a half' solution to society being built from the ground up with a foundation of fear-based and violently-enforced classist restrictions that severely limit the health and freedoms of certain people just for a little extra peace of mind for the extremely irrational fears of the populace. Test audiences just wanted nick to leave the city, not fight the system.
it was something less than a year to release (8mo?) that they tried changing up the perspective to that of the sidekick character, a bunny working for the government, and dropped the more direct shock collar point. Gave a bit more back-and-forth with the relationship to the system and a willingness to trust authorities and look forward to a fix
