I mean, okay? But that third part is what everyone wanted, so they're still shitting all over their own fans and keeping OpenIV banned (unless it voluntarily cripples its ability to import new content, which was the POINT).

A tool can be shut down pretty easily, but going after the hundreds of people who port stuff from various places is waay harder (I don't see T2 spending time trying to prove that that specific vehicle is not original content but a Forza port). Pretty sure this point is mostly just there to stop people from porting Liberty City and the RDR map, or as a precautionary measure for when RDR2 comes out.

Modding isn't going to hurt your shitty shark card sales, but a rating like that sure as fuck will.
Modding keeps games alive, and keeps them relevant, even through piracy.
A case in point: Stalker/fallout are probably some of the most pirated and modded games in existence, and are quite old. I saw the mods for these games, and ended up buying them both. The devs still made money from me, even through modding and piracy.

Looking over everything, it looks like all that was changed was the warning box got removed and a thanks to R* in the about window.
Wow, I'm actually surprised all the negative reviews and online petitions worked.
Well atleast modding isn't totally dead now :dance:

Basically, but they also can't dictate what mods are okay and which ones are not okay, independently of what they say making a tool that converts files from GTA IV to GTA V should be perfectly legal in most countries of the EU and in Russia, as long as the original files or derivatives of them are not distributed.

It basically sounds like most mods aren't ok. Most vehicle, weapon, and character model mods are imported from other games and not modeled from scratch after all.
