Only reason I bought V on PC a few years back was for when the mods started coming out. 2516 clocked hours later and I can say for a fact not even 24 of them were from playing Online. This is such bullshit. Modded V singleplayer is one of the games I play in my library the most.

They [I]will[/I] get a headshot on you after a few shots in either SP or GTAO. Damage reduction is also fucking whacked, making headshots incredibly powerful, even on players in GTAO. At least that's how they worked for a while after launch. The gameplay in V got all fucked up when they didn't have to do it. Combat feels dumbed down compared to IV. And Take Two apparently will never allow a Cops and Robbers gamemode no matter how much people demand it. They're too focused on shilling their Shark Cards, they don't care what their players actually want, they're going to give them tons of mostly-identical shit to grind for in GTAO. GTAV/O was the biggest gaming disappointment of 2015 for me, and that's a pretty high bar considering Evolve and Sid Meier's Starships! released around the same time.

Oh, I forgot another reason that made GTAV really fucking dumb. For about a year, birds and other animals could witness and report crimes to the cops. On their tiny smartphones, I guess. :v:

Apparently they're changing the encryption method the game files use so OpenIV will be obsolete soon enough.

They even did a FAQ about Single-Player modding in GTAV a year or two back.

You know what else is kind of shitty, it's still on sale for a full priced $60. And remember, it came out on 360/PS3, then on the 1 and PS4 a year later, and then on the PC a year later. Each time a full $60 title It's a great game but at this point, the mods are what's keeping the majority of current interest, if not all of it in Single Player

Having said that, neither has anything T2 has been doing as of late. That is how people choose to protest, so be it. The company makes a move that they clearly knew was going to harm the playerbase, and the playerbase is now taking action in response. It's not like this is some surprise brigade...
