on the one hand i agree with you but on the other, a lot of people see the police as a gang of sorts
"don't cross the blue line" is something that you hear a lot, of course cops like this shit who actively abuse their authority are the minority but "don't cross the blue line" also applies to the good cops who are "persuaded" by their peers not to report some things the bad cops do, to defend bad cops when they fuck up
the truth of the matter is that many people, me included, are resigned to the belief that this cop as much as he deserves to be fired simply will not be, just because he's a cop. he'll probably get a bit of probation and they'll put him back out there and keep sweeping any more crashes he gets into under the rug. maybe the department will surprise us by actually punishing this guy, but there will always be a hundred more bad cops that will be let off with probably their umpteenth "warning"

It's highly situational. I have no idea how all the compounding factors work together but there were many, many times when responding to calls with lights and sirens (EMS) people had absolutely no idea I was directly behind them. Only thing they'd notice was the rumbler and when used they'd jerk off to one side, clearly indicating they hadn't noticed me until then. Don't know if it's sound proofing of vehicles, playing music, sound dispersion along streets, etc. but it's very common to not be noticed even with all the lights and loud as fuck sirens in the world.
