While I do agree with you, I've seen far too many recent UI updates from other companies that ended up being flashy yet counter intuitively designed.
So I hope their main focus is ease of use yet intuitive design that isn't alien to those used to previous design while still "welcoming" new users, yet still fixes the usage shortcomings pretty much everyone agrees on, and then having snazzing it up as last priority.

Yes, it used to be internet explorer when it first came out and it was almost unusable. I remember being psyched when they switched it because it was ten times faster by comparison, but that was back when I was still playing TF2 (2010) and afaik they haven't done anything with it since then.

F-Stop was not a sequel to Portal 2, it was the project they were working on after Portal but they abandoned to make Portal 2 because they couldn't make F-Stop fun to play.
Also pls gib Steam Lite so I don't have all that extra community bullshit on top that I don't want nor care for.

either way it'd be weird if they couldn't make something somewhat better than community skins, given that they have more resources to mess with it than the community. They have an advantage.

Why are companies so obsessed with circular avatars anyway? They look terrible and completely out of place, especially since content is usually shaped and aligned in a square or rectangular grid. Square avatars fit right in with that while circular ones stand out horribly.

Maybe with the ui refresh they make the client not so much of a fucking resource hog and a slow piece of shit that acts like an anchor on my computer and Mac

It was actually a mechanic intended for Portal 2 but they cut it out in hope to ever put it again in a new possible game where it fits better. When news came out of it back then, it was expressed by someone at Valve that everybody that tried it out for themselves was incredibly impressed by the mechanic.
I can only hope that it is a large update pushing to completely overhaul the client, which is why it is taking so long.

Pixelvision reminds me more of those awful Windows Media Player skins from the 90s than an actual modern UI.

It looks bad on high resolution displays in general. I can hardly bare to look at it on my Surface Book.

It's just design that can be appropriate or inappropriate to use. They're good in some contexts, since the negative space creates a strong focal point. As well, when paired with content it visually distinguishes users from content.
Though the main problem is that they only look good with certain images, like faces and specifically-made logos/graphics.
They're good for stuff like facebook at least. But I'd hate it on steam or facepunch (fuck twitter for this) since such a wide diversity of avatars are used on those websites due to them encouraging anonymity.

Thankfully the Twitter client I use (Tweetbot) gives the option between square avatars and circular ones, the Twitter website just applies border-radius: 50% to the square image stored on the server

The thing is if you want a circle avatar on a square avatar space you can just make the outside of your circle transparent. Enforcing circle avatars just makes 90% of the avatars look like shit.

It is "free", it uses the same license. Only thing is, the only way to upgrade is a full reinstall.
That said, they may just go this route since the last 32 bit x86 CPU's were the early Intel Atoms, and those are nearly 10 years old. And they weren't great for gaming even for the time. Any reasonably modern gaming PC worth its salt in the past 10 years is going to be 64 bit. They may keep the legacy client working for a while to allow people to transition but the writing is on the wall.

AFAIK it's the first Atoms using the 945G northbridge that were only 32 bit (and a few rare-as-a-unicorn UMPC variants), so even then any Atom under 8 years is almost bound to be 64 bit compatible.
