I don't know as much about Persona 5, but I think Cuphead in particular stands out for the method by which it was created, on top of just being a visual feast on it's own to back that up. Both Persona 5 or BOTW are very well designed visually from what I've seen, in particular I think Nintendo should be applauded for their ability to create some of the best looking games in 2017 with 'underpowered' hardware that isn't as graphically capable as their competitors. I also feel bad for Night in the Woods. I don't know how much of a shot it has at winning in either category it was nominated for.
PUBG obviously robbed NieR out of GOTY but the other side of a coin is also amazing - PUBG winning GOTY gonna cause such a massive meltdown for nintendo fanatics.

Hollow knight is partly hand drawn. Also Skullgirls is hand drawn too.
