Basicly this all boils down to the weird boner that the finnish and swedish governments have for privatizing and outsourcing everything. So far it has just created more problems instead of helping anything. It is a miracle that these sort of things doesn't happen more often around here.

Some departments are okay, but try asking a teacher about the Stockholm education department for example. Thankfully my gymnasium (school) were fucking masters at abusing the system to work around them, and I don't study in Stockholm anymore.
