Considering the overlapping gunfire there's at least two people. I think we can rule out the cartels as they'd be biting the hand that feeds. Saying it's ISIS right now would be too soon, but I do think it'll be connected to religious nut jobs. They were well organised with automatic weapons, which means a lot of time and planning went into this.
