You can never tell where an active shooter gets their information. Never assume.
Speaking of, do not share information of police tactics or positioning EVEN IF you find it publicly. This information is transmitted over unencrypted frequencies meaning it's "public" but could still be valuable to any active shooters. The more it's shared, the more likely it's found.

I can't find any sources for this, but supposedly the scanner stated there were 24 419s on site of the concert
419 is the code for 'dead on the scene'.

This brings to the question that always puzzle me, why are US police frequencies usually open, or that civilians can buy police scanners?
In alot of the countries, you can't do that/buy police scanners.

In the event that coordination between multiple departments is needed it makes it easier to communicate between each of those departments. Encrypting each individual frequency would make it incredibly difficult to communicate otherwise in the event of an emergency like this.

not to derail but i love how we have this whole adpocolypse debacle where those very brands don't want to be associated with anything "unfriendly", but will gladly crowbar their logo next to an act of terrorism/mass violence for literally half the airtime, because they know this shit is just going to rake in the views from people who want to know what's going on.
Also i find it unlikely that there was only one shooter, because it sounded like overlapping automatic fire, and i'm pretty sure the cops aren't going to engage someone like that with their glock set to auto.

Yeah, but... Normally you'd just standardise this stuff on a federal level.
Even if you don't want to work with only a single implementation (which is stupid because the re-development is crazily cost-ineffective), you could decently easily mandate a compatibility standard based on publicly available technology with slot-in encryption keys that can be rotated once in a while.

The Vegas strip has lots of tall hotels, so it's very possible there were loud echoes.

It's horribly silly to think any of those companies were present on-the-spot to okay their ads being shown during a mass shooting broadcast.
Airtime is reserved long in advance. If anyone's to blame, it would be the stations showing them.
