Basically, my thoughts are that these girls on Twitch reward the cringey as fuck guys who think that going around shouting "hey baby" at girls trying to do their thing is a good thing that's totally going to get them laid. Women on Twitch wouldn't have to prove they're not there to shake their tits if some women weren't shaking their tits.
Now, sex workers (and even actual cam girls) are different than the women on Twitch abusing their ToS. Yes, you can actually buy the services of a prostitute. That's a service that's consensually (though of course that topic itself is complicated) exchanged. All parties know what's going on, that money is being exchanged for sex or sexual actions. Actual cam girls don't work on websites directed towards little kids.
The Twitch camgirl-wannabes aren't honest about the exchange. They're saying, "Oh! My content really is so interesting that so many men are donating!" They're not honest about their audience, about the fact little kids can stumble across them doing squats in revealing clothes. Another problem with Twitch cam girls is that they attract a pretty shit viewerbase, often they can just roam free on those channels with a lot of them being unmoderated.
I moderate for a female streamer, not a big one mind you but even she got slightly more of those creeps ever since the cam girls started coming over, they just go in other streams and do the same.
Not a fun thing.
As for the other reasons, Penultimate just listed most of them. It is blatant exploiting of the Twitch viewerbase which is a huge part under age.

I agree, camgirls probably contribute to a hostile environment for other female streamers on twitch.
I don't really think I agree with the idea that they're being especially deceptive, or the idea that twitch is aimed at "little kids".

There is a situation people here are ignoring and that affected to some of my female friends: you will have those edgy kids demanding to see your tits everywhere, no matter how you are clothed. They spam your Twitch chat until the point you have to block it.
In fact, it has been so hard, they have to stop streaming with them showing up their bodies ( and even their faces!! ).
The problem aren't the breasts. The problem are the minds of these people. We must combat that mentality, the same way we combat those behaviours agaisnt LGBT people.
I hope this campaign is meet with sucess, almost with any other women-focused activity is going to meet a lot of backslash from trolls at first but they certanly their effects have been positive to everyone in the end ( especially with women ofc ).

Oh no, the issue isn't the cleavage and tight shorts. It's the fact that it's just a thinly veiled method to get viewers. At best, it's arguably against the terms of service regarding sexually explicit content, at worst it's an outright violation.

I'm really worried by what they mean by "top female streamers". Many female streamers have gamed the system by manipulating horny teenagers. Working with them will set a horrible precedence for younger girls interested in the field.

Those are trolls. Everyone gets trolled. Stop trolls in general, yeah, but I'm not sure any one group of streamers should get prefferential treatment.
As far as I understand it, insults are most insulting when they are built around you, your character, your goals, etc. so obviously they're gonna troll them like that, the same way Destiny (example) gets called a cuck, or a bad father, or a pedophile, or any one of the million other things one can take out of context and manipulate against him.
Edit: Showing up on twitch inherently implies you will get harassed. It's shitty that it's like that, but that's why every dedicated streamer has a crew of chat moderators. I don't think you can't stop anonymity from turning people into dicks, but you can most certainly get a few buddies to keep your chat cool.

The thing is that we just normalized that, we just made normal the fact as soon as you get viewers, you are going to bring on toxic people. We can change it, we have done it before. A decade ago, it was so common insult LGBT people that far from anyone caring, it was even funny. We might not be able to erradicate trolls, but if we can greatly reduce them more, I'm all for trying it.

But why does it actually matter?
It makes sense to argue it specifically within the twitch platform if it skirts the rules, but people were talking about titty streamers in general, not just those on twitch.
