Product alert has been missing on the insider for a while. But I can assume there's been quite a considerable shift internally regarding the path Microsoft is taking windows over the past several months
Not until you bumped the article saying it was being removed. I'm pretty sure everyone already knew Microsoft caved and said they'd keep it.

Here's a feature for yall: An option to choose what gets installed or not on my fucking Pro license. I don't take it lightly seeing Zynga trash on my start menu on first boot.

Just like with windows calculator, I actually use this tool a lot. Clearly not for actual artistic means, but for quickly cropping something, modifying a screenshot, or to do a very crude sketch of something.
Anything more complex than that and I'll open up photoshop. MSPaint opens

is there a lightweight alternative that boots up just as fast? I sometimes use it to quickly cut images, paint.net has loading times which are fast but not instant
They're not removing it, it's an old thread. They were thinking about killing it off and turning it into a legacy program back in 2017, but eventually decided against it
We have screen sketch now. I'm unsure if Microsoft will remove the binary for it though
I mean, is it really that much longer? Is it really going to kill you to pause for one whole second? Besides you can open and leave it running all day. Its not like it uses much memory.
It just seems silly to complain that a program with a far larger feature set takes about 2 seconds longer (tops) to open.
Irfanview is lightning fast and can be used for simple cuts, crops and other adjustments as well. That is in addition to it's primary function of being an excellent photo viewer.

But why? Sure, Paint 3D is an "upgrade", but paint itself isn't one of the things that necessarily has to go, imo.
I don't think you get 3rd party bloat with a pro license.
