Every job where you're handling firearms in the sense Police do you are specifically trained to aim for the torso... In a situation where you need to use your gun your first goal is to make it so the attacker is no longer a treat; the attacker is incapacitated or dead. If you fire one round into them and they keep on coming at you you keep on shooting. However that isn't an excuse to mag-dump into them when they are on the floor unconscious and I think any police officer found doing so would be severely punished.
Nowhere in the world are people trained to use guns as a means to strictly non-lethally incapacitate, that's not how guns work; you can shoot someone in the leg and they can just as easily bleed out from a severed artery in a couple minutes than shooting them in the torso, also it's a lot harder to shoot someone in the leg and as such you're putting more risk to yourself and others.
When they're down your sights and you pull that trigger you are making the internal decision that you may very well kill the attacker. Now I can't speak from experience as a police officer I was only in the army but I still firmly believe that nowhere are guns being treated as you suggested.

Gotta love people who get their police knowledge from Die Hard, Lethal Weapon, and Naked Gun.
Shooting the knife out of a criminals hands doesnt happen unless by accident, and trying to shoot a limb is only going to get yourself hurt, or someone else, when you inevitably miss.
