It was based on a game that was shut down a month before the anime aired and the entire show looks like it was made on the budget of a ham sandwich.

The penguin, the cardboard cutout and the zoo staff are in fact not real, for they are actors hired by the government in a massive false flag operation against the otakus at /pol/. The penguin has been reported to have said he woud have rather enacted a fake school shooting, as it would probably have been less embarassing than getting a waifu.
