Cash4Clunkers ruined the used car market for over almost 5 years and wasted thousands and thousands of working automobiles. Throwing things away will never be better than recycling them, and that includes automobiles!
That program really only benefited people who used the program like the first week it was available because car dealers adjusted the price of their cars upwards to offset the credit later in the program. I remember a bunch of dealers around here swapping prices listed on their cars out in the lots overnight and increased the price by a few thousand dollars per car. I would say it was done because of demand, but I know dealerships are slimy scummy businesses that will use any excuse they can to gouge you out of money. It also not only destroyed the used car market for years, but there were no exemptions for rare classic cars or exotic cars and some true gems were destroyed in the program.
Maybe it will take awhile for EVs to get down to the ecobox price ranges but they should be competitive with most new cars by next year, and have long range capabilities. Old leafs and other mid range EVs will be cheap as chips though.
The biggest issue facing second-hand proliferation of BEVs is that pesky battery pack. Nobody wants to buy a car and then immediately have to dump 5-6 thousand dollars right back into it because a major component went tits up, this being a major issue with the current crop of BEVs that are just starting to trickle down into the 7-10k price bracket, the ones with the early batteries and charging systems. Itt'l be interesting to see what they do to alleviate the fears that secondhand buyers are gonna have about the battery packs being NFG so soon after they buy the car in the first place. I imagine CPO BEVs will either have a thorough battery inspection or flat-out replacement, but CPO isn't the only way used cars are traded.
The rate new diesels are being purchased is actually going down quite significantly because of the whole diesel gate situation. Even in March which was the best month on record ever for new car sales diesel was only up 1.3% yoy, while petrol was up 13%, and EVs up 31%. This put the market to back over half of cars being petrol again. Even at 40p a litre it would still cost significantly more to run than an EV, and cost the government a lot of money. The money would be better used funding charging networks and implementing legislation for home chargers. When cheap EVs come in the next few years, and if there's tons of chargers around and people are aware of EVs then people will switch to an even cleaner alternative. Likely at a fraction of the cost of making petrol tax free as well. [editline]18th April 2017[/editline] In fact the UK charging network is pretty much good enough as it is. A few patch ups in some rural areas (peak District and Scottish Highlands) and your good to go. So the focus should really be on home chargers. They should standardise the charging networks though because it's a bit ridiculous having 10 apps and 5 different cards just in case you run into a chargers that requires it. After home charging they should work on the next gen ultra fast chargers
and second hand diesels? the world isn't made of people who buy new cars [editline]19th April 2017[/editline]
Old leafs and other mid range EVs will be cheap as chips though.
But who in their right mind would want a Leaf of all things? Seriously, who the hell buys those things? And why? Is there such a person that really does not cares at all what his/her car looks like?

But I would like to imagine that most of those exotic cars were probably not in mint condition and, as they weren't exactly rare, not worth restoring. Eg been in crashes or had hail damage.
Well the requirements basically precluded any car that was beyond help.

Nice interiors, fairly spacious, performance is quite decent for what it is. There's always Ioniqs, i3s, and Zoes if you don't like the Leaf. New cars are a much more important factor than pre owned sales.
