Companies QC their own products and (occasionally) test supplied materials but I think it's completely unreasonable to expect every company to QC ALL steel they receive when Kobe was giving you guarantees.
Do you independently QC all of your household purchases?
They might not be legally liable but to consumers a product failing is gonna reflect poorly on the producer.
So if my car is made with the same metal, I can sue ?
Probably not and even if you did, as an individual, you would still lose simply because Kobe has corporate lawyers. If you got into an accident as a direct result of some part failing because of Kobe's falsification, then youd might have a case.
As a side note, this exact situation is the plot of one of Tom Clancy's post Soviet books. A Japanese metal manufacturer sold bad steel to a US company which causes people to die, then the US enacted new trade regs which crippled Japnese exports to the US. The Japanese used this as justification to take back territory lost in WWII. Truly a testament to how downhill Tom Clancy went after the Soviet Union fell.

We might need to beef up security around Guam and Guadalcanal. Tom Clancy's prohpecies have never been wrong.
Between this and Equifax I think we need to start being harder on large corporations that fuck up monumentally. Nothing will ever improve otherwise.
Oh no there is a force out there even more vicious and ferocious than any government regulation that is feared by all: Angry Investors.
explains a lot of what's been going on with the perception of japanese machine tools these past few years. it won't just be japanese products affected, anything made with the help of a set of mitutoyo calipers is suspect, since kobe is a major producer of japanese tool steels.
lathe inserts and drill bits are no big deal, they stop doing the work properly and you replace them. it's a little harder to figure out that your micrometer isnt as rigid as its supposed to be and is introducing a cosine error

do you see our congress or doj charging corporate heads for their misconduct, especially when seemingly everybody in the executive branch is from a gilded board room?
