Yes but I wouldn't completely discount the possibility.
CDPR said that they were looking for an element of surprise to kick off Cyberpunks promotional campaign, I think that this would be the perfect way to kick off a promotional campaign while throwing everyone off by claiming they're leaks.
In the end, we'll have to wait for the leaks to release to see. I personally think it may be an ARG but who knows, I might be completely wrong and it might just be the regular old dump of story details (which is something i'm assuming CDPR would [I]never[/I] put in a leak if they're intending fans and future players to sift through it) and concept images of different environments.

If anything I'd say they faked the leak themselves to assess what the public thinks of the material that was leaked.
This way they could play the "its old content don't worry" card when something is disliked.
Afterall, didn't Valve make use of the public's feedback of the things they liked/didn't like in the HL2 leak, delaying the release?

No, I think internally Valve just wasn't satisfied with the direction HL2 was going, the leak was just further motivation for them to just start from scratch again. And I think them doing an intentional leak for community feedback is way unlikelier than them using this as a platform for an ARG.
I think if they wanted community feedback they would go the traditional route, with a closed/open beta and playtesters.
